Chelsea Signs Samuel Eto'o/FIRST WORDS: SAMUEL ETO'O

Chelsea have signed Cameroon striker Samuel Eto'o on a free transfer from Russian club Anzhi Makhachkala.

The 32-year-old joins the Premier League team on a one-year-deal.

Chelsea manager Jose Mourinho was Eto'o's boss at Inter Milan when they won the Champions League in 2010.

"It wasn't a hard decision. I saw the qualities Chelsea have, and I was very happy with Jose Mourinho before, so when the opportunity came, I was very happy to take it," Eto'o said.

"I am very happy to be here but also anxious because I want to get playing as soon as possible."

Mourinho moved for Eto'o after two Chelsea bids for Manchester United's Wayne Rooney were rejected.

Earlier this week, it emerged Rooney was not prepared to force a move by handing in a formal transfer request, effectively ending the Blues's hopes of signing the England striker.

Four-time African Footballer of the Year Eto'o was a key part of Mourinho's Champions League-winning Inter side, and became the highest-paid player in the world when he moved to Anzhi in 2011.

The Russian club have also sold Brazil attacking midfielder Willian, 25, to Chelsea after their billionaire owner Suleyman Kerimov decided to significantly reduce the club's budget.

Eto'o started his career at Real Madrid but was loaned out to Leganes and Real Mallorca before making a permanent move to Mallorca in 1999.

The striker, part of the Cameroon team that lifted the African Nations Cup in 2002, won the Copa del Rey before joining Barcelona in 2004 .

During his time at the Nou Camp, he won the Champions League twice - in 2006 and 2009 - scoring in both finals, as well as winning the Spanish league three times.

In 2009, Barcelona paid Inter Milan £40m plus Eto'o for Zlatan Ibrahimovic and the striker went on to win the Champions League again in his first season under Mourinho at the San Siro.

FIRST WORDS: SAMUEL ETO'O

Samuel Eto'o completed his transfer to Chelsea on Thursday afternoon, and quickly sat down with the official club website to discuss the move.
The three-time Champions League winner and four-time African Player of the Year is looking forward to getting started in west London…
Welcome to Chelsea, what are your first impressions of being here?
I am very happy to be here but also anxious because I want to get playing as soon as possible.
It wasn't a hard decision. I saw the qualities Chelsea have, and I was very happy with Jose Mourinho before, so when the opportunity came, I was very happy to take it.
Have you spoken to the manager, and what did he say to you?
I've spoken to him quite a few times, but what was said is confidential!
Have you always been keen on a move to England, after playing in other top leagues?
I've had a couple of opportunities to come to England before, including the first time Jose was here, but it didn't work out for one reason or another. Since that time, I have had a career where I have been lucky enough to win a lot of trophies in different countries, but one of my last dreams as a professional is to come and play in England and see if I can have the same success as in my previous clubs. I don't see it as a final challenge, but to have a good time, enjoy my football, and have success with this team.
Can you see it lasting beyond one year if both sides are happy?
This is the thing that least preoccupies me. It's something to talk about later, both sides need to be happy but importantly the club needs to be happy with me before they even ask my opinion on that.
You have a fantastic goalscoring record. What can fans expect from seeing you at Stamford Bridge?
The first thing I need to do is adapt myself as quickly as possible to the team. I want to try and enjoy the football as much as possible and I feel if I am doing that, everybody watching will enjoy watching me.
You've played at Stamford Bridge before for both Barcelona and Inter…
They were always games between two big clubs. They didn't always finish well, but the most important thing is they were spectacular games every time. The atmosphere was incredible, the fans didn't stop shouting, and coming from Spain, where it is not always like that, it was a big surprise.
What can you tell us about your experience in Russia, particularly working with Guus Hiddink and Willian?
Both playing there and working with Hiddink were some of the best experiences of my long career. If I had to relive it again I would gladly do it again no problem, and I think Willian he is one of the best players in modern football.
Today is the Champions League draw. As a multiple winner, you must be excited at that?
No. It doesn't matter what teams you are drawn against, big or small, you have to give them the correct level of respect to achieve the right results.
Not many players have won the Champions League playing for three different teams. Is that an incentive?
I was also with Madrid when they won it, so maybe it could be four, if maybe we can do it with Chelsea. To win is the biggest reason for getting up tomorrow morning. I want to win and win.
And finally, you're the latest in a long line of high-profile African players at Chelsea. How much would you like to emulate the achievements of those who have gone before you?
I know all of them. It's a great honour first of all to know African players have represented the continent so well here, and thanks to their good work previously and now, it is perhaps a reason why Jose thought he could bring me here and have similar success.

VIDEO-Direct Brain-to-Brain Communication in Humans:

University of Washington researchers have performed what they believe is the first noninvasive human-to-human brain interface, with one researcher able to send a brain signal via the Internet to control the hand motions of a fellow researcher.

Using electrical brain recordings and a form of magnetic stimulation, Rajesh Rao sent a brain signal to Andrea Stocco on the other side of the UW campus, causing Stocco's finger to move on a keyboard.
While researchers at Duke University have demonstrated brain-to-brain communication between two rats, and Harvard researchers have demonstrated it between a human and a rat, Rao and Stocco believe this is the first demonstration of human-to-human brain interfacing.

"The Internet was a way to connect computers, and now it can be a way to connect brains," Stocco said. "We want to take the knowledge of a brain and transmit it directly from brain to brain."
The researchers captured the full demonstration on video recorded in both labs. The version available at the end of this story has been edited for length. CLICK TO WATCH

US Urges FG To Work With ASUU To End Strike

Snr. Correspondent, Abuja
The United States of America (USA), on Wednesday urged the Government of Nigeria, to work out a lasting solution to the lingering Academic Staff of Universities (ASUU) strike even as it decried the activities of touts who deceive Nigerian students intending  to study in the US, labelling them as criminals.
US Embassy Cultural Affairs Officer, Bill Strassberger, who spoke to journalists in Abuja  noted that though the US is not involved in the ASUU negotiation, said: “It is a fear, it is a worry for us.”
“That is something for the Nigerian government. It is up to work it out with the striking administration.
“We are not involved in that negotiation but we can encourage it. It is a fear, it is a worry for us because that would make it hard for the students to come.
“It may be difficult, but there is no magic wand to resolve the strike,” Strassberger said.
Also, the Head, Education USA, Jennifer Onyukwu, equally stated that  the US has been concerned about the ongoing strike in so many ways.
For instance, she noted that Nigerians who are seeking admission into  US schools, require their transcripts which they cannot get because of the strike.
“There is that concern because generally, the world has become a global village, people want stronger applicants in their campuses; so they want stronger senders,” she stressed.
On patronising touts to study in the US, Strassberger enjoined admission seekers to access free  information which is available at all time.
“Those are the touts, those are the people that I will even call criminals because they are stealing opportunities by selling only documents by giving bad information and creating a disappointment when the person comes in with that information or with only document. And that is the result of not getting accurate information,” he said.
On her part, Contr Onyukwu said the ‘EducationUSA is here to demystify the process, explain how to take the standardised tests, how to search for schools, and how to find the best undergraduate school that is the best fit for the intending US student, including the masters programme that would not only educate the student, but may also provide scholarship or financial aid to study while in the US.’
Onyukwu said  Nigeria has been  US’s largest sender of African students from sub-saharan Africa to the US.
“In the past six years, the US has spent over $40 million on scholarships and financial aid for undergraduate and graduate students, the US is expecting to do more in the coming year,” she assured.

10 Myths And Facts About Getting Pregnant

Most couples who are trying to conceive know that their lifestyle choices—diet, health, age, and genetics—will all affect your ability to get pregnant. However, sweeping under the bed (an old wives’ tale) will only banish dust bunnies; it won’t actually discourage your chances of conception.

While we’ve left behind many of the superstitions surrounding fertility and getting pregnancy; there are still multiple myths that many couples buy into (both those trying to get pregnant and those not trying to conceive).

1. You Can’t Conceive During Menstruation

It doesn’t matter if you’re Being Intimate during your period to practice “safe sex” or avoid this period because you’re trying to conceive, no one gets a baby-making free pass at any time during a women’s cycle. In reality, there are very few days when you can Be Intimate without worrying about getting pregnant since sperm can live inside a woman’s body for approximately 5 days.

2. Inverted Sex Positions Will Boost Chances of Conception
If you’re doing a handstand after sex in the hopes of gravity aiding your pregnancy efforts—all you’ll probably end up with is a stiff neck. It makes sense that inverting after expulsion might help sperm reach the cervix faster, but this small distance really won’t make or break your chances of conceiving.

3. You Can’t Get Pregnant the First Time you Be Intimate
Although this might be a sly way for a frisky teenage boy to convince a girl to Be Intimate in the backseat of his parent’s station wagon; it’s a grand mistruth. If she has begun to ovulate there’s always a chance that her egg and his sperm shall meet, whether it’s the first intimate experience or the twentieth.

4. Being Intimate Like Rabbits Increases Pregnancy Chances
If you’re a couple that likes to Be Intimate like bunnies every day, congratulations, but it won’t help your chances of conception. In fact, the opposite is true—the more frequently a man ejaculates; the lower his sperm count and concentration will be. Your best bet for getting preggers is to make love during a woman’s “fertile period” with the help of an ovulation calendar.

5.You Can’t Get Pregnant if you’re Intoxicated
It doesn’t matter if you drink alcohol or take drugs—you can still get pregnant. And when you think about it; when drunk or high, you’re probably less likely to remember to use a condom or take your birth control pill so you may be increasing your chances of conception when intoxicated.

6. Withdrawal to Prevent a Pregnancy
Many couples trust the withdrawal method (when a man withdrawals his joystick from a woman’s womanliness prior to expulsion) will not cause pregnancy. However, studies show that 4 out of every 100 women will still get pregnant thanks to pre-Erupt (the fluid that escapes the tip of the joystick when stimulated), in which sperm can remain active from previous expulsion.

7.Douching or Showering Following Sex Will Prevent Pregnancy
Douching and showering are not effective as birth control and neither is Being Intimate in the bath or swimming pool. The truth is that water doesn’t deter sperm from fertilizing an egg, and having intercourse in water can actually raise the risk of pregnancy if sperm is forced upwards into the womanliness and cervix.

8. Timing Can Affect the Sex of your Baby
It’s funny that many couples think that they can influence the sex of their unborn child depending on things like diet, intimate position, or date. For instance, sex on odd days will not ensure a male child and sex on even days will produce a girl baby.

9. Failing to Conceive after a Few Weeks Doesn’t Mean you’re Infertile
Conceiving can take time and patience. Just because you’ve been trying to conceive for a few weeks without success doesn’t mean you’re infertile. Although there are no specific dietary instructions to follow, a healthy lifestyle—which includes physical activity, a healthy diet—is important to make conception a reality.

10. You Can Only Conceive if you heavenly feeling
Even though the female heavenly feeling can aid fertilization—it’s not entirely essential for conception. The theory behind this myth is that the muscular contractions that accompany the female heavenly feeling are needed to pull sperm up into the womanliness and cervix, increasing the success of sperm meeting egg. However, you can get pregnant, with or without achieving heavenly feeling.

Naira Drops As US Begins Monetary Tightening !!!

Emerging market currencies have been hit hard, with the Indian rupee, Indonesian rupiah and Thai baht among others at multi-year lows.

Indonesia's central bank board will meet on Thursday in a surprise move amid widespread speculation it will have to raise interest rates again to defend the fast-falling rupiah, now its lowest since April 2009, and its implied volatility at its highest.

The Indian rupee hit a record low on Tuesday and posted its biggest single-day fall in nearly 18 years after the lower house of Parliament approved a nearly $20 billion plan to provide cheap grain to the poor, raising concerns the fiscal deficit will blow out even further.

The Thai baht was at 32.15 per, its weakest level in three years.

The heightened geopolitical risk in the Middle East drove the prices of gold and oil higher, however.

Brent crude prices advanced 0.7 percent to a six-month high of $115.44 a barrel, extending Tuesday's 3.3 percent surge - their biggest one-day percentage gain in nearly 10 months.

It is now 162 naira to the Dollar officially as of close of business yesterday.

I hope this Oil windfall will shield us from the Storm of the tapering of the US Federal Reserve and the introduction of Larry Summers as the new Fed Chairman- he is said to be interested in raising rates Volker style.

Zamfara Has 1 Million Out-of-School Children

Zamfara Has 1 M Out-Of-School Children

Zamfara State has over one million out of school children, making it the state with highest number of such children in Nigeria, Director, Junior Secondary Schools of the State Universal Basic Education Board, Alhaji Sani Mailafiya, has said.

Speaking at an interactive session with stakeholders in Zamfara, Mailafiya said the number of children in school was confirmed through the state’s primary education assessment committee.

Presenting a paper at the event, chair-man of Kaura Namoda Local Government Area, Alhaji Lawali Liman, said out of the school age children that get access to primary schools, only 50 per cent of them complete their primary education and move to secondary schools.

“For those at the senior secondary school level, the outcome is measured through WAEC and NECO. And the appalling thing is that Zamfara always scores the lowest point both in WAEC and NECO, thus affecting the number of students who get admitted into tertiary institutions”, he said.

Liman said there are many factors that determine the quality of education, one of which according to him is the quality of teachers.

Orphanage: Lagos Ministry Relocates 25 Children To Unknown Destination

A team from the Lagos State Ministry of Woman Affairs and Poverty Alleviation, on Saturday evening, relocated 25 children from St. Stephen Orphanage, Egbeda, Lagos, to an undisclosed place.

Saturday PUNCH learnt that the children were taken away during an operation following the newspaper’s publication about the home last Saturday.

The team, led by its Director of Child Development, WAPA, Mrs. Alaba Fadairo, reportedly visited the home and took the 25 children away.

The team, which comprised representatives of the Office of the Public Defender and the Alausa Police Station, also arrested the coordinator of the home, Mrs. Roseann Nwachukwu.

Attempts by our correspondent to confirm the whereabouts of the children and visit them to ascertain their welfare failed.

In separate interviews, Fadairo and the Director, Office of the Public Defender, Mrs. Omotola Rotimi, said Saturday PUNCH would not have access to them.

Fadairo said on telephone, “They are in a government orphanage. They are doing fine. I still saw them yesterday.”

In a reply to a text message from our correspondent, Rotimi wrote, “Cases regarding children are treated confidentially. What I can tell you is that they are in safe custody of the state. OPD is representing them to ensure their rights are not violated.”

Our correspondent, however, learnt that Nwachukwu was eventually granted bail on Tuesday evening, after preliminary investigations were concluded.

It was learnt that representatives of WAPA had visited the home on Friday, a day before the raid, and withdrew the registration of the Non-Governmental Organisation done three years ago.

A medical doctor who did a study on children’s correctional centres, Dr. Favour Nwolisa, said WAPA’s failure to adequately monitor the activities of the organisation gave Nwachukwu the room to exceed operational allowance.

In a statement via email, WAPA highlighted its findings after the raid.

WAPA alleged that the home, located in Egbeda, Lagos, was used as venue for child trafficking, saying that the coordinator would soon be charged to court.

The ministry alleged further that the home perpetrated illegal activities and subjected the children to deteriorating conditions.

The statement said, “Upon investigations, it was discovered that Nwachukwu trafficked 27 children kept in a room, using them to raise money and defraud innocent members of the public, who may need assistance in child adoption.

“The 25 children were rescued and the whereabouts of the remaining two children remains unknown.”

It said its investigation showed that there were no records on each of the children, “No evidence of how the children got to her and no form of police or security report.”

Reacting to these allegations, counsel for Nwachukwu, Austin Awuluo, told our correspondent on the telephone that WAPA had no basis to establish child trafficking charges against her.

He said she had, over the years, operated the home on the basis of fairness, passion and good intentions.

Awuluo said it was not true that the home had no records saying that WAPA officials took away the children’s records when they raided the home.

He also wondered why WAPA suddenly decided to withdraw the license it had issued to Nwachukwu some years back.

An Ikeja Magistrate’s Court, Lagos State has ordered the remand of a 55-year-old woman, Rose Nwachuwku, in police custody for allegedly running an unlawful orphanage.

The Lagos State Government on Thursday claimed it rescued 25 children from the orphanage home located in the Egbeda area of the state which, it said was being used as a front for child trafficking.

The alleged illegal orphanage, named, Saint Stephen Charity Foundation, on Abiodun Adebanbo Street, Egbeda, was said to have been operating for 12 years.

On Friday, authorities brought Nwachukwu before a Magistrate, Mrs Eniola Fabamwo, who ordered that the accused should be remanded till Monday when her case would be heard by the appropriate court.

The police filed one count of operation of unlawful orphanage against her.

The police prosecutor, an Assistant Suprintendent of Police, Barth Nwaokoye, alleged that Nwachuwku, committed the offence between January 2011 and August 17, 2013 at 30/32, Prince Adebambo Street, in Egbeda area of Lagos.

Nigerian-born Gambian Judge Is Being Persecuted – Family

Family of the Nigerian-born former Chief Justice, CJ, of The Gambia, Justice Joseph Wowo, accused of requesting bribe over a land issue, has said the judge was being persecuted on account of his nationality.

In a document made available to Vanguard in Lagos by his elder brother, Godwin Wowo, he claimed that the bribe story was a “bunch of falsehood” orchestrated by powerful forces in The Gambia, who did not want a foreigner to be appointed CJ of their country.

Godwin claimed that his younger brother’s problems started when he was invited by The Gambia’s former Attorney-General and Minister of Justice, Lamin Jobarteh, to help settle a dispute.

The dispute concerns a land matter in which Justice Wowo, as a High Court Judge, had delivered a judgment in favour of a German, Bernd Dietrich, against 12 trespassers, including one Andre Sape Van Klaabergen, who was the former Minister’s client before his appointment as Attorney-General.

According to Godwin’s account, the said meeting was attended by parties to the land suit, who were also accompanied by their lawyers.

He said that the ex-Attorney-General had offered to pay D500,000 as compensation to the German on behalf of his client.

He said the German, through his counsel, Mr. Christopher Mene, refused, maintaining that he wants nothing less than D1.5 million for the land.

He said that his brother could have demanded bribe at the meeting that held at the former minister’s house before over 12 people, saying a judgment of the court had been delivered on the issue.

Court Orders PDP To Accept UBA As Anambra Candidate

There was a twist yesterday to the candidacy of the Peoples Democratic Party (PDP) for the November 16 Anambra State governorship election.

A Federal High Court sitting in Port Harcourt ordered the PDP and the Independent National Electoral Commission (INEC) to recognise the candidate elected by the Ejike Oguebego-led faction of Anambra State PDP.

Senator Andy Uba won the primary.

But Tony Nwoye won the primary conducted by the Ken Emekeyi-led faction of the party.

Both congresses were held last Saturday in Awka.

PDP Chairman Bamaga Tukur yesterday gave the certificate of return to Nwoye as the party’s flag bearer.

Senator Andy Uba told the court presided over by Justice H.A. Nganjiwa that the primaries that produced him as the candidate followed the laid down procedures. Joined in the suit as defendants are the PDP national leadership and INEC.

The suit was filed before last weekend’s primaries. Oguebego, the state secretary of the PDP, Chief Gilbergt Okoye, and the Legal Adviser, Chucks Okoye sued for themselves and on behalf of the State Executive Committee of the PDP.

Justice Nganjiwa ordered that the result of the primaries conducted by the Ejike Oguebego-led executive, where Uba emerged as the candidate, should be upheld, pending the hearing and determination of the suit by the applicants.

He said the PDP and INEC should accept the results that emerged from the wards and state congress, pending the hearing and determination of the motion on notice or hearing and determination of the motion to set aside the interim order.

The judge said: “The first and second defendants are to forthwith comply with the order of this honourable court made on the 26th of August, 2013.”

Prior to the ruling, the court gave an exparte order restraining both the INEC and PDP from dealing with the Ken Emeakayi faction, pending the hearing of the main application. The court adjourned the matter till tomorrow.

However, at the meeting of the PDP National Working Committee (NWC) in Abuja, Tukur pronounced Nwoye the winner of the primaries and governorship candidate, following the report of Katsina State Governor Ibrahim Shema, his Gombe counterpart, Ibrahim Dankwambo, and Senate Leader Victor Ndoma-Egba, who monitored the primaries.

Nwoye was yesterday presented with a certificate of return by the national chairman.

The presentation came just as the Uba brothers, Andy and Chris, shunned the summon extended to them by the leadership of the PDP.

Also summoned alongside the Uba brothers were Chief Benji Udeozor and Mrs. Tonia Nwankwo. They were ordered to appear before the party’s leadership at 10am yesterday. None of them honoured the invitation.

They were summoned to explain their roles in the conduct of the August 24 parallel primary election through which Andy Uba emerged as PDP candidate.

Shortly after collecting his certificate, Nwoye told reporters that he remained the authentic candidate of the party.

The Southeast zone also insisted that Nwoye is the party’s candidate.

The zone’s position was made known during its Zonal Executive Committee meeting in Enugu yesterday.

Deputy Senate President Ike Ekweremadu, Governors of Ebonyi and Abia states Chief Martin Elechi and Theodore Orji, House of Representatives Deputy Speaker Emeka Ihedioha, Senator Hope Uzodinma and former PDP National Chairman Vincent Ogbulafor, among others, attended.

The Southeast PDP Publicity Secretary, Ali Odefa, who read the communique at the end of the meeting, said the zoning arrangement for all PDP’s National Working Committee given to the Southeast Zone had been retained.

He, however, stated that elections for the positions would take place, adding that people would be advised not to contest for positions that were not zoned to their states.

According to Odefa, the leadership of the party passed a vote of commendation on people from the Southeast zone that held positions in the NWC of the party in the past.

Lagos Denies Terminating Lekki-epe Highway Concession Deal

… Says It Is Buying Back Rights From Tinubu, Other Investors For N15B

SAN FRANCISCO, August 28, (THEWILL) – The Lagos State Government Wednesday disputed news reports suggesting that it has cancelled the concession agreement it entered with the Lekki Concession Company Ltd, a special purpose vehicle representing investors, to design, build, operate and transfer the Eti Osa-Lekki highway for a 30-year period.

The controversial N50 billion naira agreement, which many stakeholders have described as fraudulently engineered to particularly line the pockets of the leader of the defunct Action Congress of Nigeria (ACN) and former governor of the state, Asiwaju Bola Tinubu, was signed in 2006 but became effective in 2008.

Stakeholders and the opposition in the state had particularly complained about the N50 billion naira price tag for the 50 kilometer road. The deal had priced 1 kilometer of the road for N1 billion naira.

Lagos State Commissioner for Budget and Economic Planning, Mr. Ben Akabueze, who led a team of the State Executive Council to the House of Assembly Tuesday to present a request for approval of supplementary budget told assemblymen that “the principal basis for the supplementation of 2013 budget was due to the decision to acquire the 100 per cent concession of the Eti-Osa-Lekki-Epe expressway and have it entirely under the control of the state government.”

Also commenting on the development, the Commissioner for Finance, Mr. Ayo Gbeleyi, explained that the state government will hand the concessionaire N15 billion naira to take the highway back from Tinubu and other investors.

He added that N6.8 billion will be expended on servicing existing debt obligations of LCC while N3.5 billion will be used to sort third party liabilities.

The commissioner also stated that N32 billion naira has so far been expended on the highway, with Lagos contributing N5 billion in 2008 when the deal took effect.

A statement emailed to THEWILL by the Lagos State Government on Wednesday explained the government’s decision to buy out LCC.

“LAGOS STATE GOVERNMENT BUYS BACK LCC’S CONCESSION RIGHTS IN ETI-OSA LEKKI-EPE EXPRESSWAY

The Lagos State Government wishes to state clearly that it has neither terminated nor cancelled the Concession Agreement it entered into with the Lekki Concession Company Limited (LCC) to reconstruct and expand the 49.36 km Eti-Osa Lekki-Epe Expressway.

To set the records straight, Lagos State Government is engaged in buying back the rights pertaining to the concession ahead of the 30-year period stipulated in the Design, Build, Operate and Transfer (DBOT) Concession Agreement. This is to be achieved by purchasing all the shares in LCC.

The State Government came to this decision to buy back the rights in the light of several developments clearly not envisaged in the 2006 Concession Agreement (which became effective in 2008) a few of which are highlighted below.

• The project, given its pioneering nature, had some underlying assumptions and market indicators under which the transaction was concluded which have since drastically changed in a manner that it can no longer be sustained in its current form. Such include the devaluation of the Naira and costs of construction.

• The LCC, which is the special purpose vehicle representing the investors, formally brought it to the attention of the State Government that given the rapid rise in interest rates on local loans, and other cost parameters, it is compelled to raise tolls currently being charged at Toll Plaza One from N120.00 to N144.00 per Car.

• The Concessionaire also brought it to the attention of the State Government, that as provided for under the agreement, tolling would have to commence at Toll Plaza Two.

• In addition, the Concessionaire indicated that unless it realised more income from increased rates at Toll Plaza One and commence tolling at the same rate per Car at Toll Plaza Two, it would not be able to meet its commitments to investors in the project and continue to fund completion of the remaining sections of the road.

• Furthermore, the LCC stated that Toll Plaza Three, as contained in the Agreement, must be built and tolls collected for the continued viability of the project.

Under such circumstances, the Lagos State Government felt obliged to buy out the interests of the Concessionaire in advance of the hand-over date of 2038 under a mutual settlement option also expressly provided for in the Concession Agreement. This is after due consultation with all major stakeholders including the Lagos State House of Assembly based on various feedback and agitation made to the Government.

Contrary to the misleading reports by some sections of the media on Wednesday, August 27, 2013 from the State House of Assembly’s consideration and approval of the 2013 Supplementary Budget, the buy-back is not and does not amount to a “termination” or “cancellation” of the concession of Eti-Osa, Lekki-Epe Expressway.

The significance of the buy-back, for which the State Government deserves commendation, is that it allows the Government to take full control over the determination of the toll rates in order to continue to make it affordable for road users. The LCC shall therefore continue to operate as a fully commercial entity for the benefit of taxpayers and the larger society.

More importantly, it would also preserve the ability of the Government to complete and deliver the infrastructure by direct budget funding, which was also one of the reasons for the presentation of the Year 2013 Budget Re-Ordering to the State House of Assembly.

In addition LASG wishes to reaffirm its unflinching commitment to the adoption of PPP Model as a complementary policy thrust for the acceleration of infrastructure delivery towards improving the living standards of the populace. Lagos remains an investor friendly State that shall continue to ensure the sanctity of contracts, as in this case, in sustaining investors’ confidence in its investment climate as a preferred destination.

The general public is therefore enjoined to continue to cooperate with LCC’s officials and operatives as it continues the expansion and construction works on the 49.36km Eti-Osa Lekki-Epe Expressway and the operations of the toll collection systems. LASG wishes you a safe and happy motoring experience on the modernised expressway with its associated free value added services such as 24/7 security patrol, vehicle break down recovery, ambulance services, amongst others.

AMCON Takes Over Ifeanyi Ubah's Capital Oil

Managing Director, Capital Oil and Gas Limited, Patrick Ifeanyi Uba
The Asset Management Corporation of Nigeria has taken over the management of Capital Oil and Gas Industries.
The Head of Corporate Communications, AMCON, Mr. Kayode Lambo, said in a signed advertorial on Wednesday that the management’s takeover of the indigenous downstream player would last for two years.
He explained that the takeover became necessary after AMCON acquired Capital Oil and Gas’ outstanding facilities from various banks.
The corporation said, “Following discussions with COG, a resolution was reached, which was subsequently adopted as terms of settlement in suit number FHC/ABJ/CS/714/2012 at the Federal High Court. One of the key conditions of this settlement is that AMCON takes over executive management of the COG for a period of two years.
“Dr. Patrick Ifeanyi Ubah, the erstwhile Managing Director/Chief Executive Officer, has consequently relinquished his role as head of the organisation. In the interim, AMCON has appointed an acting managing director to ensure accountability and continuity of operations.”
AMCON said its takeover of the executive management of the COG within the two-year timeframe would stabilise the company, adding that it planned to ensure seamless operations at the company.
The agency added that it would, within the two years, “drive the turnaround of the company’s operations in order to meet various timelines and goals set by COG’s board of directors and AMCON.”
“This change of management was effected on June 21, 2013,” AMCON said.
When contacted on the telephone by our correspondent, the Administrative Manager, Capital Oil and Gas Industries, Mr. Ugochukwu Ehighibe, confirmed the development.
“Yes, we have an agreement with them,” he said.
AMCON had shut the premises of Capital Oil and Gas in 2012 following an Abuja Federal High Court ruling that the agency should take over the company’s properties and assets over an alleged N48.014bn debt.
The closure of the company’s 196-million-litre capacity storage tank often used by the Nigerian National Petroleum Corporation for products storage had hampered products distribution across the country then.
Justice Abdul Kafarati, however, on December 13, 2012 set aside the ex-parte order of November 13, which directed AMCON to take immediate possession of the properties and assets of Capital Oil and Gas as well as those of its managing director, Ubah, over the firm’s alleged indebtedness to the corporation.
But AMCON in an advertorial said it remained firm in its “resolve to vigorously pursue the indebtedness and ensure the recovery of the debt in the interest of the economy.”
The Managing Director, AMCON, Mr. Mustafa Chike-Obi, had put Capital Oil and Gas’ total indebtedness at N65bn as of December 2012.
“It was N53bn plus N12bn of interest accumulated over the last two years, and the interest is accruing at the rate of about N800m to N900m a month,” he had said.

Anselm Ramacher - Bata Beat Drummer In Germany

- 9ralife -

Away in Germany, Anselm Ramacher, 43, veteran drummer who settled for the African Music style and specializes on Bata Beats, Fuji songs and the assorted African traditional percussion discusses with 9ralife his choice of this travesty.

In this discussion with citizen journalist Segun O’Law on 9ralife.com, Ramacher discusses why he is called ‘Ayan’, a household name bequeathed only to families of drummers in Yoruba land and who bestowed him the title as well as his experience of ceremonies of various deities; Sango, Osun, Ogun during his visits and live performances at those events. He explained his interest to settle for the African Genre of Music and particularly his choice of the Yoruba traditional Bata, Gangan, Dundun and the Fuji music among other sub-genres.

Throughout the interview with 9ralife, Ayantunde Ramacher spoke Yoruba language just as he opted for it in the very beginning; but no worries, we subtitled for you.

N.B: His responses are boldened to distinguish them from questions. 'Yor' means Yoruba as originally spoken, while 'Eng' means its translation into English language.

Enjoy!

Yor: Hmmnn. A ri wipe eniyan gbodo ni passion lati se ise ilu yii nitori wipe ko fi bee ni owo lori.

Eng: It appears one must have deep passion to stay on playing the drums, otherwise there’s no sustainable revenue from it

Yor: Ooto oro ni. A gbodo ni ife si. Sugbon anfaani nla wa leekookan.

Eng: You are right. One must love it. But then there are opportunities, occasionally

Eng: I play traditional bata. In addition to it I play Gangan fuji with some elements of Rock, which is fusion. With other bands I make AfroCuban percussion to craft different beats that sometimes come into Jazz, Funk and the rest. Last year, I supported dance courses greatly with my Bata beat. One highlight I'd love to mention is that I played at Naija @50 event in September, 2010. Nigeria's Ambassador to Germany invited me to play at the event at the German Capital, Berlin

Yor: Wow! A ri wipe e ti gbe ise yii l'aruge gan ni. Sugbon laarin gbogbo awon styles beat ti e maa n se, ewo gan ni demand po fun julo ni ile Germany ti e wa yen?

Sugbon ilu Yoruba ko ti i mimo to bee titi doni. Ka ma woran eyi to sele Sugbon ju gbogbo re lo mo ma ngbadun lati lulu fun concert . Awon public naa ma ngbadun wa ooo

Eng: It’s not easy to talk about demand here because nothing is really new to people here except for Nigerian Music. As yet, I must mix my rendition with some hip-hop beats or reproduce some oldie songs but I’m not too pleased with this. What is apparent is audience love for the beats. Those in good mood dance so well to our beats. I also discovered people love to learn playing drums here, although Djembe of Guinea or the Mali had been there favorite. Yoruba beats are not yet popular here but we keep watching the trend. Above all, I enjoy playing at concerts, the public enjoy when we play.

Yor: Nje e n fi ise yi ko awon eniyan die die?

Eng: Do you train people on this beat?

Beeni. Mo ma nko die lawon eniyan nilu. Mo ti ko awon menba egbe mi nilu. Mo tun ti ko awon eniyan miran nilu

Eng: Yes. I have trained some people on it. I trained some members of my band and some others out there. I also repair damaged drums, especially the Gangan which I know how to repair perfectly. The Yoruba’s sometimes call at my place for similar service.

Yor: Ni Ilu Oshogbo ti e daruko leekan yen, won maa n se Odun 'Osun Oshogbo'. Nje e gbo tabi kopa ninu re ri?

Eng: In Osun State you mentioned earlier, the indigenes celebrate ‘Osun Oshogbo’ day. Have you heard or participated in this before?

Yor: Beeni . Mo ti wa lodun Osun Osogbo ni odun 2000. Mo tun ti kopa ninu Odun Orisa orisirisi miran bi Odun Sango , Ifa , Obalufon , Obedu ati Erinle

Eng: Yes. I was at the Osun festival in year 2000. I also participated in celebration of other deities like the Sango, Ifa, Obalufon, Obedu and Erinle festivals.

Yor: E kare! Ki ni awon nkan ti e ri nipa awon Oosa won yi?

Ju gbogbo re lo ti ilu lo wu mi ju. Emi kiise religious expert like that

Eng: Hm. That of Sango is serious. Its essence revolves around Government, metaphysical powers and everything of the masculine. Osun represents everything of the feminine; child bearing, nursing and family maintenance, peaceful existence and magnificence; love life among couples. Obalufon is remarked for creativity. It’s origin is Ile-Ife. Ifa is for wisdom, we can request anything from the Ifa. Obedu is popular among the people of Oba Oke, also in Osun State. Erinle is deity that oversees affairs of animal kingdom. I really don’t know much about the Erinle, but am very familiar with Ogun, Obatala and Sonponna. Ultimately however, my interest is with the drumbeats. I’m no religious expert.

Fasheun's OPC Faction Clashes With Police While Launching UPN

Dr. Fasheun's OPC Faction clashes with police while launching UPN

There was confusion in Iju-Ishaga, a suburb of Lagos, Tuesday  as police officers attached to the Ishaga Divisional Headquarters clashed with some factional members of the Oodua People’s Congress (OPC).

It was gathered that trouble started when policemen on patrol stopped the OPC convoy, which was moving towards Agege, where they had aimed to launch a unit of the congress in the area.

According to reports, some OPC members allegedly ignored police’s orders and when they were threatened with arrest, they were said to have brought out their guns and started shooting into the air.

According to an eyewitness account, the policemen fought back by firing canisters of teargas into the group.  At the end of the altercation, which lasted for about an hour, six members of the factional group were arrested.
When contacted by journalists, one of the factional leaders of OPC, Chief Gani Adams, claimed those involved in the clash were not his members.

He said: "Those who clashed with the police are never our members. They are Dr. Fasheun's people. Our findings revealed that they are launching a political party called Unity Party at Amao Street in Agege today (yesterday). It was on their way to the place that they clashed with the police.

“It is unfortunate that at this level of our political history, some people still believe they can lead a group they cannot control. You don’t lead an organisation you cannot control. “

Attempts to contact Dr. Frederick Fasheun proved abortive but an OPC member who spoke on the condition of anonymity confirmed the incident, adding that the dispute had been resolved.
As at press time, the state Police Public Relations Officer, Lagos State Command, Ngozi Braide, a Deputy Superintendent of Police (DSP), was not available for comment as she was said to be in a meeting.

11-Yr-Old Girl Saves Family From Fire

A California girl saved her siblings from their burning home after she had a gut feeling that danger was imminent.

Many people claim to have experienced premonitions — those eerie, foreboding feelings that something unpleasant is about to happen. They can run from the mundane (knowing who's calling before answering the phone) to the disastrous (dreaming that a loved one will pass away). And sometimes they’re simply uneasy feelings that bad luck is on the horizon.

That’s exactly what 11-year-old Maria Elias of McFarland, California, experienced when she went to bed on Saturday night. "I couldn't go to sleep because I knew something was going to happen," Maria told KGET TV 17.

Sure enough, at 1:30 a.m., a fire broke out in her family's three-bedroom home, causing an estimated $85,000 worth of damage. Maria fought back tears as she told KGET how she got her two younger brothers and sister to safety and was holding her sister "tight" to ensure that she didn't leave her behind.

Yahoo! Shine could not reach Maria or her family for comment, and it’s unclear exactly how the little girl ushered her siblings to safety. However, Corey Wilford of the Kern County Fire Department told Yahoo! Shine, “Based on witness testimony, the fire was electrical. A person who was sleeping in the home heard a loud pop and smelled smoke, then saw fire erupt on the wall.”

According to a Kern County Fire Department press release emailed to Yahoo! Shine, two people escaped through a window in the home, and in total, eight adults and 12 children were displaced by the fire. All are now being assisted by the American Red Cross.

“I would advise people to have at least one working smoke detector in the home,” said Wilford. “Replace your batteries twice a year and test the detector once a month to make sure it’s functioning. Also, vacuum the detector periodically because dust can prevent it from sensing smoke, or even set off false alarms.” (Visit the National Fire Protection Association website for more tips.)

Whether or not Elias experienced a premonition — and whether premonitions actually even exist — is a hotly debated topic. While many in the spiritual world have long accepted premonitions as fact, science has begun to explore the phenomenon as well. A recent study conducted by Northwestern University found that the human body can react to danger before the brain is conscious of the impending event. And research conducted by Cornell University found that people were able to predict with 53.4 percent accuracy where a photo was located when asked to choose between two locations. Not statistically mind-blowing, but according to a story published in Popular Science, the results were more impressive than the 50 percent accuracy rate that might be expected by chance.
